One evening, while heading out of a parking lot in verdant New Brighton with some friends, Roadguy encountered this:

I’ve heard of a parking permit, a towing permit and a learner’s permit. But a turner’s permit? To turn from a sports-bar parking lot onto an ordinary four-lane public street? Where does one apply for such a thing? My friends, one of whom spent his high school years in New Brighton, had no idea, so we’re hoping someone out there in InternetLand can offer us some enlightment.
