Hennepin/1st Ave was a goal listed in the city's Downtown Action Plan, part of the 10 year transportation plan. City council approved it last year:

I might go to the St Louis park meeting on the rail line, but the part of the line that goes by my place is fixed, no option but to run it down the existing rail lines over beltline boulevard. That suits me though, I’ll be able to walk to the station in less then 10 minutes should I want to use the line to get downtown.

The big fight is going to be around the lakes, all of the proposed routes will stir up controversy and people who don’t want the line near their homes.

Wow, I had no idea about Hennepin/First Ave. When was this decided? It would be nice to get some more information about this one!
