		<description>Lights will change for police officers, fire trucks and ambulances who are responding to an emergency.  A snow plow is not responding to an emergency.  This is a slippery slope - should regular semis next get to change the lights since they also consume a lot of energy from a dead stop?  How about hummers?  What if I really have to pee, can I change the lights then?</description>
