What’s wrong with this picture?

Who needs photocop? Just have Roadguy walk past pretty much any corner in Minneapolis. If the plank road wears out early, here’s a possible contributing factor. I probably should’ve zoomed in on the “no trucks” sign — maybe there’s some fine print that says “unless you’re not feelin’ it.”
(*After I wrote the post, alert reader Mark made a comment below that indicates nothing illegal may be taking place — except for maybe the fact that the truck is crossing the center line.)

If a truck has a delivery on a road marked no trucks, they, generally, are allowed to use the road to make the delivery. The no truck signs are more of a “you can’t just drive a truck down this road without a good reason” signs.
That would make sense. The truck was actually driving extremely slowly, so I considered the following options:
1) Driver is looking for a specific address
2) Driver is lost
3) There’s some rule about how fast a delivery truck can go on the plank section of road
4) Driver is marveling that there’s a road made of wood.
I marvel about that wood road everytime I go over it on my bike.
I drove my wife over that stretch a couple of weeks ago - her first time - and she thought I was making a wrong turn. “That’s not a road!” “Yes, dear, it is.”
Mark may be correct, but it wouldn’t surprise me if trucks are completely prohibited from that particular stretch of wood plank road.
I’m sure there’s a more appropriate loading dock for deliveries to the Mill City Museum building than on the river side of the building adjacent to the wood plank road.
My vote is that it’s a traffic violation.

If deliveries are prohibited along that stretch of road, there should be a sign post under the no truck sign stating “No Deliveries” as well. That would hopefully remove any confusion. Provided that people actually pay attention to signs and obey them. Stand at any of the corners at the Ford Parkway and Cleveland Ave. S and observe all the cars making a right on red, when the signs state “No Turn on Red” on all corners.
streetview shows the garage entrance for the lofts next to the museum. Perhaps the truck was headed there.
Drivers pay no attention to regulatory signs. Too many of them are put up for lawyers and politicians, and the average driver tunes them out. Problem is, some of them really are important, but they really don’t command any respect or attention anymore.
When damp, that section of wood plank is the slipperiest section of road I’ve ever ridden across, save for an old one-lane tunnel somewhere near Marine On St. Croix that was covered with wet moss. And forget it when that wood gets a fine coating of frost…I love the idea of it, with the history and all, but I’m not too keen on the resultant surface.
While deliveries to the Mill City Museum are made on the east side with entry from 2nd St., I believe the apts immediately to the west of the MCM have their dock on the river side with entry from West River Rd. (which is visible at the left of the photo, just beyond the last tree).
Concerning the truck’s speed, isn’t that section posted 10 mph?
